City Council is expected to certify budget, taxes and capital plans this evening

Multiple community development matters are on the agenda

At the top of the City Council of Webster City’s agenda this evening is a public hearing, the last reading of the 2025-2026 budget, proposed maximum taxes and capital expenditure plans.

This will be the last opportunity for citizens to ask questions or express concerns or objections to the measure.

The meeting is in the council chambers of City Hall, 400 Second Street, Webster City.

It begins at 6 p.m.

A number of community development projects will be discussed, including whether the city should acquire abandoned homes at 128 Apple and 403 Prospect streets. Once derelict properties pass to city ownership, most are torn down as they present an ongoing danger and nuisance to residents, and may even become the setting for a crime.

In a related action, the Council will decide whether the city’s Code of Ordinances should be amended to establish a “neglected vacant building registry” which would give a true picture of the extent of the problem of potential nuisance properties in Webster City.

The proposed ordinance would include penalty fees, which would increase the longer the building remains vacant. Owners of vacant buildings would also be required to meet minimum maintenance standards, and show good faith in seeing the buildings reoccupied or repurposed.

The Council will also consider a preliminary plat (a map drawn to scale) for Lynx Development No. 2, first proposed by Green Stream Development LLC in May, 2018. The original proposal included construction of rental apartments, 64 duplexes and an assisted living facility on approximately 15 acres between Van Diest Medical Center and Edgewood Drive.

Only the apartments were built.

The Council will also consider whether to guarantee repayment of a $100,000 line of credit sought by Webster City Daycare to pay for ongoing expenses in providing child daycare in Webster City. First State Bank of Webster City, the institution considering approval of the line of credit, is asking the city for its guarantee before moving forward with the funds.
